A district attorney to be appointed by the local state appeal court — instead of elected at large. Can anyone remember the last time voters elected a really good, tough D.A.?5. A restructured, totally independent public health-care agency to run the county’s hospitals and clinics.6. A $100 million city housing trust fund with a high-level appointed commission to oversee it.
